BYLAWS:
ARTICLE I - NAME
Section 1. The name of this association shall be the Public Library Section
of the Kansas Library Association.
ARTICLE II - PURPOSE
Section 1. The purpose of the Public Library Section shall be:
- To provide an opportunity for communication among public librarians and
to allow them to explore new ideas and improvements in the public library
field.
- To sponsor a program at the annual KLA convention.
- To elect a President who will represent the Public Library Section as a
member of the Executive Council of the Kansas Library Association.
ARTICLE III - MEMBERSHIP
Section 1. Membership in this section is open to any personal member of the
Kansas Library Association who applies for section membership and pays the
annual section dues.
Section 2. The membership year shall be the same as that for KLA, which
is from July 1 through June 30. [Proposed change for April 2009 Business

Section 3. Dues shall be established or revised at the Annual Meeting.

ARTICLE IV - MEETINGS
Section 1. The annual meeting of the Public Library Section shall be held
during the annual KLA conference.
Section 2. Special meetings may be called by the President or by petition
often members of the section. Notice of such meetings shall be mailed to each
member at least 30 days in advance of the meeting.
Section 3. Quorum. A quorum shall consist of 20 members.
Section 4. Order of Business.
- Call to order.
- Reading of minutes of previous meeting.
- Communications.
- Reports of committees.
- Unfinished business.
- New business.
- Announcement of election results.
- Adjournment.
ARTICLE V - OFFICERS AND NOMINATING COMMITTEE
Section 1. Officers.
The officers of the Public Library Section shall
consist of a President, Vice President/President Elect, and a Secretary.
Section 2. Terms of Office.
Terms of office shall follow that of the Kansas
Library Association: from July 1 of the year of election through June 30 of the
following year.
Section 3. Election.
A Vice President/President Elect and a Secretary
shall be elected by ballot for a term of one year by a majority vote of the
members voting. Ballots shall be mailed to all members at least one month prior
to the annual meeting.
Section 4. Duties.
- The President's duties shall be to preside at all meetings of the Public
Library Section, to plan the program for the annual KLA conference, to
represent the Public Library Section as a member of the Executive Council of
the Kansas Library Association, and to appoint all standing and special
committees. The President shall serve as an ex officio member of appointed
committees.
- The Vice President/President Elect shall assume the duties of the
President in the President's absence, shall become President at the
completion of their first year, and shall assist the President in program
planning and with any other projects as requested.
- The Secretary shall keep the minutes of all business meetings of the
section and shall forward a copy to the President and to the Vice
President/President Elect within thirty days of the meeting, shall maintain
files of minutes of previous meetings of the section, and shall assist the
President and Vice President/President Elect in planning .section business.
Section 5. Nominating Committee.
The Nominating Committee shall consist of the
President and Vice President/President Elect. By February 1 of the year of
election, the committee shall prepare a slate consisting of two names for every
office for which there is a vacancy.
Section 6. Vacancies of Office.
A vacancy in the office of the President shall be
filled for the remainder of the term by the Vice President/President Elect. This
shall not prevent the Vice President/President Elect from serving a regular term
as President the following year. A vacancy in the office of Vice
President/President Elect or Secretary shall be filled by appointment by the
President.
ARTICLE VI - EXECUTIVE COMMITTEE
The President, Vice President/President Elect and
Secretary constitute an Executive Committee with the power to act for the
section as a whole whenever it is deemed necessary. The Executive Committee
shall act on all matters coming before them by majority vote.
ARTICLE VII - AMENDMENTS
These bylaws may be amended, repealed or altered
in whole or in part by a majority vote of any organized meeting of the Public
Library Section.
ARTICLE VIII - PARLIAMENTARY AUTHORITY
In all matters not covered by its bylaws, this
section shall be governed by Robert's Rules of Order. Newly Revised.
